As part of the Regulation of the Hydrogen and Decarbonised Gas Market Package adopted by the EU Commission in June 2024, ENTSOG has issued its Recommendations to Transmission System Operators on their Technical Cooperation with Distribution System Operators. This was developed by ENTSOG transmission system operator members (TSOs) and associations representing the distribution system operators (DSOs), EUROGAS, CEDEC, GEODE and GD4S.
The document emphasises the crucial need for TSO-DSO collaboration to ensure an integrated and decarbonised gas network. As ENTSOG states in its report; “The relationship between TSOs and DSOs forms the cornerstone of a secure, efficient, resilient and sustainable gas network.”
Ready4H2 supports the recommendations, and emphasises that fair, flexible and future-oriented cooperation between TSOs and DSOs is crucial to support the integration of renewable and low-carbon gases in Europe and thus meet EU’s 2050 net-zero target.
The recommendations are not legally binding and TSOs may decide to deviate from them. However, ENTSOG strongly encourages TSOs to follow them, even when the cooperation may vary significantly across Europe, for example due to differences in legislation and number of customers.
ENTSOG plans to develop recommendations on technical cooperation with hydrogen network operators in the future, when a sufficient number of hydrogen network operators have been established.
